MCAAP's Sick Leave Bank (SLB)

The MCAAP Sick Leave Bank is a cooperative effort of MCPS and MCAAP. The bank is designed to assure those in need during a sustained serious illness or disability that paid leave may be available once their own sick leave has been exhausted. 

 

A qualifying illness or medical procedure must be medically necessary as determined by the employee’s health insurance plan and which is incapacitating to the point where the employee cannot perform the duties during regularly scheduled duty days. 

 

All administrators and supervisors who are unit members of MCAAP and MCBOA are eligible to

belong to the MCAAP Sick Leave Bank. Effective July 1, 2024, all new unit members are automatically enrolled in the MCAAP Sick Leave Bank.

 

MCAAP’s Sick Leave Bank is ‘funded’ by personal sick leave donated by members of the Bank. A new member to the Bank contributes two days (16 hours) of personal sick leave at the time the member joins the Bank.  Each continuing or transferred member contributes one day (8 hours) to the Bank annually. Once enrolled, membership in the Bank is automatic and continues from year to year.

 

Members are permitted to stop or disenroll from membership in the Sick Leave Bank at the start of the fiscal year by using the Sick Leave Bank Opt Out Form available from MCAAP. New members who are automatically enrolled or who transferred into the MCAAP Bank may decline membership in the Bank by submitting the Opt Out Form within 30 days from the date of hire or transfer. The annual contribution is normally donated to the MCAAP Bank with the first pay period in the new fiscal year and is normally non-refundable unless an Opt Out Form is submitted in a timely manner.  

Family Medical Crisis Leave Bank (FMCLB)
 

The Family Medical Crisis Leave Bank provides grants administered by MCAAP and MCPS for members who join the bank and need to assist immediate family members during serious illness/injury.

The Family Medical Crisis Leave Bank (FMCLB) provides grants administered by MCAAP and MCPS for members who join the bank and need to assist immediate family members during serious illness/injury. Members of the FMCLB must exhaust all of their accumulated sick leave, annual leave and personal leave to be eligible for consideration for a FMCLB grant. A request for leave may be made only in connection with a catastrophic and life-threating illness or injury of a member of the immediate family that qualifies as a “medical emergency” under IRS Regulations.

 

Employees must enroll in MCAAP’s bank and donate one day (8 hours) of sick leave upon enrollment to have access to benefits. New employees may enroll in the FMCLB within the first 30 days of employment with MCPS. Current employees are eligible to enroll within the first month of the MCPS school year. Once enrolled, membership in the FMCLB is automatic and continues from year to year.


Future assessments of sick leave may be made at the beginning of any MCPS fiscal year in order to keep the bank solvent.
